Yes, foreigners can take the TUS (Health Sciences Specialty Entrance Exam). According to Article 19 of the Regulation on Specialization Training in Medicine and Dentistry, foreign candidates who are graduates of medical faculties and wish to pursue specialization programs in university and Ministry of Health Education and Research Hospitals must also take the TUS.
So, how many seats are reserved for foreign candidates? For foreign applicants, quotas are allocated in the Ministry of Health Education and Research Hospitals and university medical faculties. These quotas are announced on the OSYM (Student Selection and Placement Center) website for each exam period.
Turkish citizens and individuals of Turkish descent, who are covered under Law No. 2527 allowing them to practice their professions and arts freely in Turkey and work in public, private institutions, and workplaces, cannot benefit from the quotas reserved for foreign candidates since they apply to general quotas. Foreign students who will specialize in Turkey according to bilateral agreements will follow the provisions of these agreements. Even if there are vacancies in the general quotas, foreign candidates are not placed in these quotas.
Students coming from Turkish Republics, Asia, and Balkan countries, who have graduated from our university medical faculties and wish to undergo specialization training in medicine, are also required to take the TUS. Those among these candidates who wish to receive a government scholarship can apply to the Council of Higher Education by providing the necessary documentation. The quotas allocated for these candidates are also included within the foreign candidate quotas.
